Why did some teams pay and some get to play for free?

Sometimes the teams play in each others tournaments.

Or they are desperate to fill the final spot of a tourney, "Hey you can play for free but don't tell anyone"

In many cases, when a tournament is short one or two teams to complete their pools, they offer a discount or free option so they can avoid having to cancel the whole thing. Cancellation at a late date can really screw things up for all the other teams that are in the tourney.

If they were to cancel the tourney, the teams that had signed up would find it hard to be able to find another tourney that fits in their schedule. Rather than create a bigger mess, the host association looks for a team to fill out the pools and offer a discount to entice them to fill out the tourney. Most use this only as a last resort.

I would think that the teams that did pay for the tourney would rather play the games with a 'freebie' team then to have to scramble and look for another tourney.

Why do i not believe this is your first post?

Here's how it works- small association does a (lower level) tournament. Some teams sign up but not enough. Association still wants to have tournament (kids looking forward to it and association doesn't want to cancel so late on kids) or itself as ice is paid for, volunteers lined up etc.... So as date draws closer they keep dropping price/getting more desperate until they get it filled. Not that big a deal. Kinda like when I buy a TV say, and 3 months later it's on sale for $300 cheaper.
