My opinion is both Wins and losses against your listed “premiere" teams and the success in development of the individual players.
Regarding wins, Cyclone 96 & 97 Teams beat Icemen and LSS, but never played Machine or Blades last year.
And the others listed as invites were man-handled in Lake Superior Ice Cup, by Cyclone teams.
Is RBK even having teams this year?

I added the Cyclones back to my list also, I forgot to include them initially.
The problem is the number of teams each program has. I'm more familiar with the 95 birth year than the others, so I use that as my main point of reference, others might use a later birth year.
GENERALLY SPEAKING, though, the four teams I listed have had a tradition of winning against the other top programs as well as winning most of the top invite tournaments in the area. For the past several years, the four programs I listed as "premier" have been the top programs for the 95 birth year. I would put them in a tier above the second group I listed. Last year, the Cyclones didn't even run a 95 team so it's tough to say how they will stack up this year. I'm pretty confident, however, that they will be pretty competitive with the other "invite" teams I listed.
As far as the younger birth years go, I would say the Machine and Blades would still be considered "premier", I'm not as sure about the Icemen or LSS. I haven't seen them play at all.
Yes, RBK is running teams this year.
