There's several hours of FREE open hockey set aside in at least one of the rinks in both Roseau and Warroad from the time the rinks open in October until mid-April when they take the ice out....EVERYDAY.

Bemidji has ice year round at the Neilsen-Reise City Rink www.bemidjiyouthhockey.org/schedule.shtml. Typically a session of general skating and open hockey Saturday and Sunday all summer. Bemidji HS, Park Rapids HS, etc. skate all summer long. Not FREE but is anything truly FREE

Well...I suppose putting a ten spot in the hotdog fund each year, working your own kid's youth tourneys and having to kiss the feet of the you know who's...at least in one of those two communities...COULD be considered a high price. But...if you talk with a WBL parent they'd probably consider that a paltry sum. It's all about perspective.:P
