I know I (ok she ) would pour it right back into the economy, because we can.. to bad though if it's her, more then likely would be on something we ( the USA ) imported and would not help anything here anyways.

Here’s a novel idea: export (outsource) the rebate $ overseas to emerging markets.
Before you say that’s a crazy idea, remember that is exactly what we are doing with decent paying manufacturing and engineering jobs. The value of the rebate pales in comparison to the livelihoods that have been diminished because of our trade policies. The really sad thing is that both sides of the aisle have been bought and paid for on this issue.

Who is that? Last I knew we all pay taxes, 7.65% FICA, which, by the way, is capped at $6045 per year. We all pay sales tax on top of payroll tax, many also pay property taxes, license taxes, etc. So again who are these people who pay no taxes? The unemployed who buy nothing and own nothing?

Give it to the people who need it most and dollars to doughnuts they end up wasting it, instead of paying bills to help get them out of debt they buy something that ends up putting them deeper in dept. If you truly want to help the economy then pay my medical insurance, my gas bill or my electricity bill, that will put more money into my pocket each month that I will spend going out to dinner or some other activity that in turn puts more money into the economy, not 1 check that's going to buy half an HDTV or a 5% of a new truck.
Congress needs to enact some sort of lending reform, rebates don't do a thing to help the economy. But hey, these are the same clowns who built a $223 million bridge to nowhere, gave $100 million to New York City for a freight tunnel the city does not want or need, among many other spending problems. Congress can't expect to save us from ourselves when they lead by example.
