I think that is more to do with college hockey being played at St. Thomas Arena. I would say very few city run arenas want to start drilling into the concrete and risk hitting a refrigeration line. Nope, the metal pegs basically have a prong (or two or three, depending on the brand) that poke into the ice maybe a quarter of an inch, at most. If the net/pegs are not set correctly, or there is enough contact with the net by the goalie, the prongs end up wearing a hole around themselves that allows movement of the net. The use of these pegs is viewed as a safety issue for youth and high school hockey as they break away much easier when run into. But, goaltending has also changed over the years as goalies are now taught to use the posts for push offs and stopping. This constant contact wears out the "setting" of the pegs.

I've not gotten much detail, but I think Ramsey Co. is looking for some money for uodates, I imagine that would likely be partially from a state bonding bill.
