The first 3 seeds belong to the 1st place teams of their division in the conference. If MN had 4 more points, they would be in 4th place with 71 points. This is because Vancouver leads their division and conference with 83 points.

True, I wasn't necessarily looking at seeds but more at relative points compared to other teams in the conference. Good observation though.
