Hey refs what ever happened to charging?

Am I the only one who's noticed that charging no longer seems to be in the rule book? Don't get me wrong, body contact is a big part of the game and when done correctly is a tremendous asset for any player. What concerns me is a player taking 60 foot runs at opponents with the intent of sending the victim into orbit. I've watched well over 200 games at the peewee and bantam A level the last two years and can't recall seeing even one charging penalty called. A good portion of the serious injuries I've witnessed have occured on this type of play. As a youth player in the 70's charging was called almost as frequently as tripping or slashing. This is not a complaint about todays officiating but rather a simple question about rule interpretation. Referee's please respond.
