I would assume because MN hockey age level birthdates are different than USA Hockey dates.

That is exactly what it is. Minnesota and the rest of the US don't line up age wise. The rest of the nation uses January 1st-December 31st as their age classification dates. Minnesota is geared towards grooming their kids for high school hockey, while most other states don't have high school hockey and compete nationally.

The resaon is...
Mn Hockey has not participated at the pee wee level for several years (maybe a decade or more).
At the bantam level the last experience was not good....
Expensive, not a well run event, alet down for the kids after winning Minnesota...
It was decided at that time to not participate, this well before the age change.
Now a committee is reviewing to see if participation is something that would be good or at least give the opportunity to those that wanted to take a stab at it.

Didn't Bloomington host a national Bantam tourney in 2000 or 2001, and have an automatic berth for Jefferson? Or is my memory fuzzy on this.

That was the last year of participation.
I don't remember the year but you are close.
