EP is just the host site for D6. In this instance, the D6 #1 seed (CC) goes to the host district site. Then rest of D6 gets placed in regions based on criteria for BAA. Same thing for St. Cloud not being in the St. Cloud region, because the D5 #1 seed STMA goes to the D5 host site, which is St. Cloud
