Just stumbled across this today and hadn't seen it mentioned on here. Rep. Winkler introduced a bill this session to change the rule so that athletes have to sit out two years instead of one. Seems like a waste of time since most get around the rule by transferring prior to 9th grade or changing residence. Seems kind of crazy that the Legislature is actually getting involved with this.

personally I think the rule mine as well be tossed out and it solves nothing. Who really gives a rip if a kid moves schools and when. These kids are in high school for 4 years and every year there is a new batch...stop worrying about the handful of title chasers and worry about real issues that are wrong with this state...waste of time

I think our reps have way more important things to worry about then this!!

Hmm, he has all of his teeth and his nose has not been broken so we can assume that he did not play hockey past high school so it is not one of those "back in my day" deals...... Oh, well, on the bright side we are better off having him worry about the UofM playing UND than we would be if he was trying to figure out a way to increase our taxes..............

Perhaps his son was regulated to 3rd line, when he really was a 1st liner.

His son played soccer with my son.....his son doesn't play hockey

Yet another situation where politics doesn't belong in hockey only this one being literally at the expense of taxpayers. Red or blue political slants set aside this guy is clueless. At least an individual kid isn't getting the shaft.

I doubt Mr Winkler is backing this based solely because of hockey. The website in the link above used hockey as an example. Kids transfer to schools for baseball and basketball as well.

There's more than one bill floating around out there. Here's the new "disability" exception to the transfer rule bill. If you can get a Dr. to sign off for you then you can transfer at will at the varsity sport level. Anybody think there would be any abuse by the parents of little Johnny wanting to transfer after 9th grade if this bill is passed? It will probably be opposed by the Realtors Association since it'll cut into their commissions.

I know Ryan and he does have boys that play youth hockey. He played in HS for Bemidji and had a brother that played for Colorado College.

Wonder why he would submit a proposal like he has. Seems like a total waste of time and resources...Just plain dumb

Can't make stuff like this up. Who votes guys like this into office? Sad statement regarding the state of our state and country.

In the last year, he has offered the U of M $800,000 of money Minnesota doesn't have so that there will be games between UND and U of M.

Then, he makes national news for a racist tweet:

Now he wants a two year sit period for transfers!

Don't make the transfer rule more onerous...Simplify the transfer rule....all kids are allowed one transfer during their four years...period...sit out one year on the second transfer. No divorce clauses, no change of address clauses. Schools and the nanny state should not own kids rights.

Anyone know the politics behind this one? What age are his kids and is he worried about someone transferring back and taking one of his kids spots?

If it was state law it would propbably be a more even handed approach across the state to violations as schools and districts would have to follow state law and not MSHSL rules. Violating schools would be punished harsher than just suspending a coach or a having an offending coach step down for a season. A financial penalty will force schools to take a deeper look at who is in charge. Also very possibly offending schools and districts would be forced to confront the issue instead of sticking their head in the sand and pretending it doesn't happen (cough cough Apple Valley).

The state issued a law regarding concussions and many, including myself, hought it was the state being too involved but it changed the thought process out of fear of violating law vs violating a rule. Obviously one is a health concern and one isn't which is, on the surface, a huge difference but the reality is in far too many places winning was a justifiable excuse to play a kid who had a concussion by kids, coaches, and parents.

Wow, his kids play hockey? I cannot picture that at all. What association is it at because I haven't seen him at my association...must be Hopkins?

I am going to guess that his kids won't be attending a public school (Blake, Breck or Benilde are nearby)

Oh please! The MSHSL is supported by all of us taxpayers, and we don't have a say. I may or may not agree with what the legislator is trying to do, but sometimes you have to pass laws to right wrongs. There is really no one controlling MSHSL.

Not tracking Summer on what 'wrong' this legislator is trying to fix. I'd argue the MSHSL is funded by the season ticketholders for the AA boys hockey tournament which generates enough money to offset the shortfall in all other HS sports combined in the state. Maybe your in favor of having this politician move east to a new district to use taxpayer money again to buy Vadnais for the county at the expense of original investors.

I happen to agree with the current transfer rule, at least as I understad it. I do think that the MSHSL does run without much control and some of their rules are unfair to the whole, and I for one would like to see the league taken to task to show them there is a higher power in the state. I speak of the enrollment numbers rule that favors private schools in metro areas. Metro area (TC, Duluth, Rochester, St. Cloud) private schools that are not playing in the highest class are cheating (with the blessing of the MSHSL) because they are using kids who would be in the highest class in their community schools, playing at reduced enrollment schools for the purpose of playing down in competition just to beat the traditional small schools! Just because the MSHSL says it's alright doesn't mean it's not cheating, they have legalized cheating!
