What would be the consequences for exceeding the 35 game limit?

Association or District penalties which could include fines.

MN Hockey offers guidelines but then it's the Asssociations and Districts that decide which guidlines they follow. Associations manage their own teams and follow association or district limits on games.

Squirts can be tricky as they still do some scrimmaging without a ref or clock. If there's a ref and a clock it's a game. PeeWees and Bantams rarely go without a ref or clock because with checking involved it's best to have an impartial ref as opposed to a coach on the ice making calls.

any scrimmage more than 20 minutes is considered a game, I believe. Doesn't matter if there are refs or a clock.
