JV ice time

Our high school hockey buys ice time for 2 hours and 45 minutes at a time for practices. The JV gets 45 minutes and then they have to get off the ice and the rest of the ice goes to varsity. Is this normal for the most part? I don't see skills improving with this amount of ice time (albeit better than nothing).

Our varsity has 1.5 hr practice and JV 1 hr practice. Swing line goes to both practices.
