1 1/2 Minute Minor Penalties

What are your toughts on this pilot of 1 1/2 minute minors for PW and Bantam? While I understand the reasoning that 2 minutes is a large % of the game time, my first thought is that we will see more penalties taken due to the shorter time off the ice. That I wouldn't want to see. Plus, that would also slow down games even more. Many times when there is a 1 hour ice time limit, games are not even being completed. Anything slowing games down further wouldn't help the situation.

With unanimous support from the Minnesota Hockey board the Minnesota delegation made a presentation to the USA Hockey Youth Council at the USA Hockey Annual Congress in June to run a Pilot program reducing minor penalty times in Youth/Girls games to 1:30 minutes instead of the current 2 minute minor penalty time. The 1:30 minute penalty time will be in effect for all games (league, exhibition/scrimmage, tournament, etc.) with 15-minute periods or less. The USA Hockey Youth Council granted the Pilot project for the 2010-11 season to gauge whether this initiative should move forward as a permanent rule change the following year.

I have an idea.. Call icing when you are short handed to make getting a penalty a real advantage. Make the team that got the penalty have to work to kill the penalty and you will see the game change. Any thoughts?

That idea met a lot of resistance this summer at the college level.

IF aren't playing 17 minute+ periods there is no logical reason minor penalties should still be 2 minutes at the youth levels. We've been using 1:30 penalties for years here and it works perfectly well. much like small area games for mites gets promoted because of ice time and puck time etc... and the fact that it helps BUILD toward playing the real deal in High School and beyond, the penalties should also build toward the real thing. Shorter periods and the building process should also equal shorter penalties. I think they should be 2 minutes in High School, MM, College and Pro but not in youth where periods and gaems are significantly shorter.
