Can someone please explain this to me please

I was looking at the draws for the Stars and Stripes tournament and can't figure out how the two best teams can make the finals.
They have the red pool playing the blue pool plus one team from their own group. Then the finals is red 1 vs blue 1, red 2 vs blue 2 etc. What if all the teams in the blue pool finish with 4 and 0 records and the 1st place team in the red pool only wins 2 games? What am I not understanding?

I looked, it seems simple to me... 2 Pools, 4 Pool games, after pool play the teams are ranked 1-4 in each pool. Pool place will be determined by points and tie breakers. For each teams 5th game its #4 Red vs #4 Blue, 3 vs 3 , 2 vs 2 (for 3rd place) 1 vs 1 (for Champ)

Thanks for the reply.
My confusion comes with the fact that because the red pool teams play the blue pool teams potentially all the red pool teams could win all their games. The blue pool teams could win very few games yet could still make it to the finals.
If the pools are not made up evenly then the two best teams could be in the same pool and not play each other.

It's a conspiracy to try and make sure all players in the blue pool have a better chance of getting D1 scholarships.

Just looked at the brackets and for the 96. 97 and 98's it has Red#1 vs Blue#2, Blue#1 vs Red#2 playing the crossover games
It seems that the 99-02 brackets are set up differently..........
