I discount SSP despite all their appearances at state because never came close to winning and sorry to say were gifted section titles by virtue of a total lack of competition.
Tonka, WBL and Moorhead should be on this list.

South St. Paul had two runner ups and numerous 3rd place showings. A program long in tradition.

I am NOT a fan of SSP hockey, however I dont see how you can discount them and the tradition of hockey in SSP. It wasnt a lack of competition they were just better than all the competition year in and year out. They have produced many collegiate players and at least one hall of famer in Phil Housley. I think you are ignorant if you discount them. I would dicount Tonka as they have never been a regular entrant to the State tournament, they show up now and then but nothing like SSP has in the past, WBL or Moorhead.

There's no doubt that it has to be between South St. Paul, Moorhead and White Bear Lake. Those three have the history (and plenty of it is agonizing at state).

I'll go with the neighboring towns of White Bear Lake and Mahtomedi.

I would have to say that it is between So. St. Paul and Moorhead. White Bear has made it there on a number of occassions, but im not so sure that they have ever come extremely close to winning it all.
South St Paul lost a 1-0 game in the Championship when Woog was there, and the year that everyone overlooks is 1973 when the Packers came into the season pre ranked #1, then went undefeated all year trouncing everyone and ranked #1 all season, heavily favored to win state headed into playoffs, only to lose to a dismal SIBLEY team in sections. But I guess thats why we love H.S. Hockey. Crazy stuff has happened.
Moorhead has also played in many championship games. I still cant believe they never pulled one out in the 90's with Kraft and the Cullens.
