Does the District enforce the 4 tourmament limit? Are there penalties or sanctions? At the PW and BMT levels teams are definitly not stopping at 4 or 1 out of town?

From the District 6 Handbook

10.1 Tournament Participation
A maximum of four tournaments within the District 6 season is allowed. Squirt C teams are limited to three tournaments (four tournaments with prior approval of the District 6 Director), with only one out of town tournament (distance set by Association). The District 6 year end Squirt/10U tournament does not count towards tournament limits or does it affect maximum number of games allowed. (see 10.3)

This is a D6 rule and would be enforced by D6.

No.
Some districts impose a rule, some associations impose a rule.

D16 has no such rule and probably never will.
The locals know what they can afford, know better what works for their development and fun.

Amen, Elliott. Districts that impose such a rule should apply it fairly or let the associations know that such a rule is merely a recommendation (this is aimed at D6).

There are a couple of Districts and when tournaments interfere with league scheduling the associations are reminded league games come first and to make adjustments to their tournament schedule. As an example if team xxxxx is entered in 5 tournaments and can not find dates for 2 league games the association is told to drop a tournament so the 2 league games can be scheduled, or a team can only set aside so many dates not to have a league game scheduled.

Having scheduled tournaments before for a D6 association, bantams are able to add a 5th tournament with written approval from the D6 director and the out of town rule only applies to squirts and U10.

The way the D6 rule is written for out of town tournament participation is difficult to interpret, but we did confirm to ensure compliance, becuase we often sent peewee and bantam teams to tourneys is places like Duluth and St.Cloud in the same season.

One other thing about D6, the rule reads, "..within the D6 season.."

Tournaments prior to the D6 regular season start are not affected (Duluth pre-season tournaments, Centennial, etc)

The D6 season starts on Monday 11/2. The Duluth event falls within the D6 season. Edinas first league game is 11/4.
