I think because the MN teams aren't really Tier 1 AAA and also we have 40? Bantam AA teams in MN so potentially watered down a bit in the teams and tourney organizers minds.

All MN teams had good starts.

Transportation for traveling hockey as well as other traveling sports can be a problem. Especially as the kids get older and the travel demands increase.

With over 50 teams I think the District should suggest that the larger associations all field one or two C teams. Makes no sense that there are only 4 teams of 50 playing C.

The most important function in any association is recruitment.
20-30 new mite girls each year is the goal. Without a consistent strong pro-active effort your association's girl numbers will decline.

Now is the time to pump up your association's mite girl numbers.

In many places, if parents told their daughters to all play youth hockey in 8th and 9th grades there would be no JV teams and many varsity teams would be short. Fine. Parents just say no. Play U15. High school hockey starts in 10th grade and that's soon enough.
Of course the high school coach may ask some players to move up. Don't. His/her title is HS coach and that's their job. Your title is parent.

Pretty cool considering the MN teams are generally younger and often don't play together as a team in comparison to the competition.

Ultimately it hurts the girls program and creates a lot of animosity between the girls who should be using this time to build relationships and cohesiveness

If the U14 team is decent and she's an important piece stay with her lifelong team mates.
