Honestly I don't get why teams must have strict adherence to playing whatever level they are part of. Not going to happen, but here's a fantasy fix. Go back to single class hockey. 90+ % of single A teams aren't competing for a single A title anyways. The top A teams each year can compete with AA teams. They might not be able to win it all, but they'd be competitive. And once in awhile a smaller sc...
